Signals pack phase2a-1
This pack is a Build-authored closed-class list, a small verb list, a small
exception list, and suffix rules for the Option B tagger. No Open English
WordNet lemmas are included. The optional OEWN 2023 folder was not present,
so no CC BY 4.0 WordNet text was copied. Option A and the UD English EWT
treebank were not used. No third-party lexicon text is included in pack.json.

Wikidata country and membership stub (CC0 1.0)
src/data/cenlib/world-stub.json holds sovereign-state capitals and organisation membership counts from a Wikidata snapshot. An organisation is included only when the count matches that organisation's own page (official-reference check, 2026-10-05).
